B. State Plan Scheme :
Annual Plan 2009-10 for horticulture sub-sector has been formulated for integrated development of horticulture through area expansion of different fruit crops, vegetables, spices, root & tuber crops and floriculture. Emphasis has been given for establishment / revival of block level nursery, development of Potato, Vegetable & Spices and establishment of vermin-compost unit in the State. The state plan outlay of Rs 420.00 lakhs is proposed on different schemes. The details are given below:
1). Strengthening of School of Horticulture
An amount of Rs 20.00 lakh has been kept in provision for construction of new Girls Hostel inside the Campus of School of Horticulture at Khurda during 2009-10.
2). Input Subsidy (Hort):
Planting material is the basic requisite for getting a good yield. The poor farmers normally decline to spend on purchase of quality planting material of fruit plants for planting in their backyards. So, the grafts/gootees/seedlings of good varieties need to be supplied at a subsidised rate to encourage them. A minimum five plants per beneficiary is to be supplied at 75% subsidy on planting material only. A token provision for an amount of Rs 0.01 lakh is proposed during 2009-10.
3). Development of Potato, Vegetable & Spices:
a). Supply of Vegetable Minikits at subsidized rate:
For increasing the area under vegetable, it has been proposed to supply three lakh nos. of vegetable seed minikits to the farmers at a subsidized rate of Rs 10.00 against the cost of Rs75.00 per kit. Besides, Rs 4.96 lakhs has been kept in provision for monitoring and supervision charges. An amount of Rs 199.96 lakhs is kept in provision for the programme during 2009-10.
4). Horticulture Programme in Non-Mission Districts:
This programme envisages establishment of new gardens of fruits and flowers in compact areas, organic farming, training activities etc. in the non-mission districts in the pattern of National Horticulture Mission. The programme will be taken up in the 6 districts which are not covered under NHM programme; namely Jharsuguda, Bhadrak, Jajpur, Kendrapara, Jagatsinghpur and Boudh. An amount of Rs.100.00 lakh has been proposed under different components during 2009-10.
a). Fruit Development – Compact area Plantation:
To increase the area and production it is proposed to take up mango, citrus, Banana sucker & cashew plantation in compact patches over an area of 430 ha with a financial assistance of Rs 33.03 lakhs. The plating material used in the plantation is to be procured from departmental farms / nurseries and registered private nurseries inside the state. The rate of assistance will vary from Rs.7500/-to Rs.9658/-according to the crop plantation. The details of physical and financial programme is given below :

b). 2nd year maintenance of fruit plantation (plantations of 2008-09)
During 08-09, Mango, K. lime, Cashew, Banana & Aonla plantations have taken up under the scheme. For success of these plantations, it has been programmed to provide assistance for maintenance of 378 ha of such plantations with a financial assistance of Rs 13.12 lakhs.
The rate of assistance will vary from Rs.2250/-to Rs.3860/-according to the crop plantation. The details of physical and financial programme is given below :

c). 3rd year maintenance of fruit plantation (plantations of 2007-08)
During 07-08, Mango, K.lime, Cashew, Banana sucker & Aonla plantations have taken up under the scheme. For success of these plantations it has been programmed to provide assistance for maintenance of 379 ha of such plantations with a financial assistance of Rs 17.57 lakhs. The rate of assistance will vary from Rs.3375/-to Rs.5799/-according to the crop plantation. The details of physical and financial programme is given below:
